Who specifically will work on my project, and how senior are they? What does success look like 6 months after launch? Can I see 3 case studies with actual outcomes (not just screenshots)? How do you handle scope changes? Can I talk to 2 current clients? If a studio dodges any of these, that's the answer.

What to ignore
Awwwards trophies (measure craft, not impact). Stock photo team pages (anyone can rent talent). 'Award-winning' language without specific awards. Generic case studies without metrics. Glossy proposals that arrive within an hour of your inquiry.
